mallicoat. >> and i'm grace lee. >>> well, first it was police, and now the fire department has taken a big hit in san jose. just as fire season starts to heat up, starting today, there will be fewer fire trucks available to respond to emergencies. one engine from fire station 29 is being taken out of service to save money. the number of firefighters on trucks is being reduced from five to four, and crews are all taking a 10% pay cut. as a result, the department says response times could increase. >>> good news in oakland for some police officers. the city will hire back 22 of the 80 police officers that it laid off last year under a new city budget that was approved last night to close a $58 million shortfall. the mayor cast the deciding vote. the plan includes pay and benefit cuts that city workers have already accepted. >>> work crews are cleaning up a mess in the east bay. east bay m.u.d. says that a water main broke near san pablo dam road in el sobrante around 9:30 this morning. crews were able to cap the 12" line but as you can see, several inches of water still remain. there are als

's a look at the weather. let's check traffic with elizabeth. >> thanks. unfortunately we have big problems developing now in sunnyvale. we're talking about a jackknifed big rig right there approaching the lawrence expressway exit in the southbound lanes of 101. now, three lanes are blocked in the southbound direction. no reports of any injuries with this jackknifed rig or what exactly the truck was carrying but we know that traffic is just squeezing by right now partially in that left lane and the center divide. also the on-ramp, the lawrence expressway on-ramp to southbound 101 is completely blocked. 280 is the best alternate in the area. not big backups now but if this continues to be out there for a while which it sounds like it could, chp just issued a traffic alert for that stretch, they will just said that they are hoping to get lanes 30 to 40 minutes after the tow crew arrives arrives son scene. we are waiting for word for when the crew arrives and then it could be 40 minutes from then so this is going to be an issue for the start of the morning commute for sure. so 280 a good alter

. back to you. >> thank you. >>> a developing story. bay area commuters, you have a big reprieve. golden gate ferry service boats going to run on schedule today. anne makovec in larkspur. marin county with why the strike has suddenly been called off. she has more. good morning. >> reporter: i just got off the phone with the union spokesman who says, they were thinking about striking so they wanted to let the public know that they were thinking about striking so the public wasn't surprised. then the golden gate bridge district decided to go ahead and call off the service because they didn't want people to be surprised either. so there is confusion between the union and the district, no surprise. we heard of these contract negotiations getting out of control before. in this case it was going to end up in a one-day strike here for golden gate ferry service between larkspur where i'm standing, san francisco, and sausalito all ferry service was going to be cancelled for the day. this morning it turns out that workers showed up for work. so there will be no disruption in service today. certain

see a lot of the damage behind me in this field a big pile of ash that was once a huge stack of plastic crates and you can see off to the side, still some of the plastic crates that are impacted today. this is what was burning creating a show of fire and concerns for air quality. that fire broke out at around 1:00 yesterday afternoon here at macro plastics. check out this video from failed. it's near travis air force base. the fire was huge with thick, black smoke that could be seen for more than 50 miles away. it was shooting 9,000 feet into the air. the fire fueled by plastic produce crates. a worker accidentally lit one on fire and it took off into a five-acre fire. >> any sense of the temperature that this fire reached? >> close to 1,000, maybe 1500. if you go to the side of the complex where the grass is, you will see the poles, the whole metal fences are bent like straw. >> reporter: so it took firefighters about three hours to get that fire under control. but it wasn't completely out until early into this morning actually. firefighters were still concerned about some h

of the big items on their to do list is a deal to cut the budget deficit and raise the federal debt limit. joining us is senior white house correspondent bill plante. what is the latest on the negotiations? >> reporter: they are deadlocked. still, no further schedule of talks between the white house and coning. republicans remain opposed to any kind of new taxes. and democrats are just as adamant that there has to be some kind of new revenue. congress has raise the debt ceiling 102 times since it was first instituted in 1917. and ten times in the last decade. but never before have the stakes been so high where democrats and republicans so unwilling to budge. norm is a longtime student of congress. >> normally, what you see in these negotiations is tough stances but at least some willingness to go, not halfway, but a quarter of the way where the other side is. >> reporter: in 1983, republican president ronald regulariagan supported a rise. he wrote. nor have democrats always been in favor of raising the limit. in 2006, then senator barack obama voted against an increase, a voed he later ad

see a big fields of ash now because about five acres worth of plastic bins were burning here last night. if you move to the left, you can see the impact plastic bins. these are the things that burned here. it was all in an outside storage area. no actual buildings caught on fire. when you look at this video, it looks like there's a two-story building on fire. it's really just stacked-up plastic crates, though. the fire broke out around 1:00 yesterday afternoon near travis air force base and the smoke could be seen for 50 miles away, as far as san francisco and sacramento, thick, black smoke. the fire fueled by the plastic produce crates. the theory right now, we haven't got the official cause but the theory is that a worker accidentally lit one of them on fire perhaps as he was doing some sort of welding. it quickly took off into the five acre fire. any sense of the temperatures that this fire reached? >> close to 1,000, maybe 1500. if you go to the sides of this complex where the grass, you will see the pole the whole metal fences and they are been the like straw. >> reporter: i
